Frances VavrusThe Governing Body of the International Labour Organization (ILO) has appointed Dr. Frances Vavrus, associate professor in the Department of Organizational Leadership, Policy, and Development (OLPD), as an expert on the Joint ILO-UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART).


This committee of 12 independent experts from around the world is the foremost world body concerned with international standards for teachers, and the Committee’s work addresses a wide range of issues, including working conditions for teachers, academic freedom, violence affecting teachers, teacher migration and mobility, and institutional independence. It also monitors the application of UNESCO/ILO international standards for teaching personnel; mediates between member states and teacher organizations to resolve disputes; serves as a forum for teachers’ organizations to lodge appeals; and defends the rights and responsibilities of teachers.
